Rwanda Trade Portal offers specific information related to COVID-19 for businesses involved in import/export
The Rwanda Trade Portal, launched in 2018 by the Rwanda Revenue Authority under the supervision of the National Trade Facilitation Committee, offers detailed procedures and information related to businesses involved cross border trade. The portal was developed to fulfil Trade Facilitation Agreement Article 1, which requires WTO member states to publish their trade procedures online along with contact information on entry points, fees, and access to forms. In addition, the portal also provides insights for exporters on potential markets for their products by showing regions where Rwandan products have better demand based on data provided by the International Trade Centre.
Due to the emergence of the pandemic, the portal added a section that posts COVID-19 measures and regular announcements from border regulating agencies. Among other content, it includes general information on movement of goods and services during the pandemic and guidelines on requirements and specifications related to pharmaceuticals and medical equipment.
If you are a business engaged in cross border trade, visit Rwanda Trade Portal for more information.

Rwanda Launches Entrepreneurship Development Policy
Rwanda Launches Entrepreneurship Development Policy
The government of Rwanda launched an Entrepreneurship Development Policy (EDP) on 30th November 2020 to improve the entrepreneurship sector in the country. The EDP was designed in consultation with representatives from central and local governments, Private Sector Federation (PSF), and financial institutions as well as entrepreneurs from MSMEs to large enterprises and from startups to long-standing businesses along with local and international investors, consultants, academics, and development partners. The EDP envisions the development of an effective entrepreneurship support ecosystem that creates the necessary conditions and enablers for Rwandan entrepreneurs to unleash their entrepreneurial potential and grow dynamic and competitive enterprises that will drive economic growth and job creation.
The EDP seeks to support entrepreneurs in addressing several challenges they face, including around management, access to finance, value chains, and the use of technology and digital channels. This will be done through various policy actions that aim to provide solutions to these challenges. Entrepreneurs will have access to information through a public facility known as the Entrepreneurship Portal, which will include information on available market opportunities, financial products, and general guidelines for entrepreneurs. The Rwanda Development Board (RDB) will oversee short-term courses about business governance with support from MINICOM, PSF, and MINALOC. EDP will also aim to make improvements to the business development services ecosystem by identifying capacity building needs of existing business development advisors to improve their service delivery to entrepreneurs. Entrepreneurs will also benefit from new and improved entrepreneurship incubators and events to link them with regional and global institutions that provide technical assistance to startups, MSMEs, and large enterprises. The EDP also outlines plans to provide basic digital literacy training to entrepreneurs to drive adoption of local e-commerce, digital payments, marketing, and customer relationship management so that entrepreneurs can leverage and exploit existing opportunities.
To tackle the challenge of access to financing, entrepreneurs will benefit from the creation of a stipend/fellowship fund led by MINICOM and supported by MINECOFIN, RDB, and BRD. Additionally, the EDP will promote the listing of MSMEs on the Rwanda stock exchange to propel greater credibility and enhanced financial status of MSMEs. Entrepreneurs are also set to benefit from improved warehousing systems that will ensure quick processing and reduction of operational costs. Finally, entrepreneurs will also have access to a trade portal that will avail information about existing market opportunities and market data for local entrepreneurs and potential investors.
Ultimately, EDP has been formulated to create an environment where entrepreneurs at different level of growth can thrive. More information will be availed as there are developments regarding implementation of the policy. If you would like to read the full policy, you can find it here: Entrepreneurship Development Policy.

Join the Rwanda International Trade Fair 2020 (PSF EXPO) December 11 – 31, 2020
The Private Sector Federation (PSF) will hold its annual International Trade Fair from the 11th to 31st of December 2020. The Expo, as it’s commonly known, was scheduled for July-August but was later postponed due to the COVID-19 pandemic. This year’s EXPO is expected to include 450 stands, which will be set up in such a way to enable social distancing measures among exhibitors and their respective clients. The children’s space usually forming part of the event will not be at this year’s EXPO due to COVID-19, and only children 12 years of age or older will be allowed in.
Exhibitors in the EXPO, which include mostly local entrepreneurs but also exhibitors from Egypt, Ghana, Kenya, Tanzania, Benin, Madagascar, Ethiopia, and Turkey, have expressed optimism about sales during the event since the festive season is time to buy. PSF is enthusiastic about the opportunity that the EXPO will give business people not only to make sales but also to exhibit new products that might not have had exposure due to the challenges of the pandemic. The EXPO is expected to feature items such as foodstuffs, home equipment, industrial equipment, and garments.
Other important measures to curb the spread of COVID-19 will be implemented, including cashless payments, hand-washing, and mask-wearing required of all participants.

Free business skills training funded by the Mastercard Foundation available for 2,500 MSMEs through a new partnership between Rwanda Development Board and African Management Institute
Free business skills training funded by the Mastercard Foundation available for 2,500 MSMEs through a new partnership between Rwanda Development Board and African Management Institute
The Rwanda Development Board has signed an agreement with the African Management Institute (AMI) to provide 2,500 MSMEs with free business skills and practical tools to support the country’s recovery following the pandemic. The new partnership, which has been made possible by financial support provided by Mastercard Foundation’s COVID-19 Response and Resilience Programme, will support Rwanda’s economic recovery strategy of investing in micro, small and medium-sized enterprises.
AMI’s training programmes aim to increase the number of businesses that overcome the challenges brought about by the pandemic, helping them retain jobs and creating additional employment opportunities, particularly for women and young people.
“From May to August this year, AMI worked with the SME Response Clinic and offered five Business Survival Bootcamp to train Rwandan business owners and entrepreneurs. We were happy to share skills to help businesses manage difficult times, and we are even more excited to work with 2,500 businesses in the years ahead,” said Diederik Wokke, Rwanda Country Manager, African Management Institute.
AMI will offer two types of free training programmes on an ongoing basis from November 2020 to April 2022:
- Business Survival Bootcamp – a one-month course designed to help businesses make it through the ongoing crisis with access to engaging and interactive online workshops, digital tools and guidance, and an opportunity to network with other businesses.
- Survive to Thrive – a six-month advanced course that supports businesses to innovate and prepare for future growth.
The programs will be delivered virtually in Kinyarwanda and English.
The first Business Survival Bootcamp began on 24th November, and the first Survive to Thrive courses will kick-off at the start of 2021. To apply for the programs, visit: www.africanmanagers.org/rwanda
