UPDATE May 12th: Cargo and Import

What do I do if I import goods and need to visit a border to get this cargo?

Answer:

On May 9th, 2020, the Ministry of Infrastructure announced that truck owners, importers, cargo owners, and warehouse operators who need to travel to a border to import or export goods can travel to Rusumo and Kagitumba borders for that reason.

To stay safe and secure, anyone traveling for that reason must now register with the Ministry of Infrastructure. The deadline for registration was May 11th, 2020, but if for some reason you missed this you may contact the following:

The May 1st, 2020 regulations that require all goods/cargo to be immediately cleared and taken within one day from customs border posts are still in place. As before, if an importer fails to take their goods/cargo within two days, they will be required to pay storage and parking fees as follows:

  • Two Rwandan Francs per kilogram per day for parking.
  • Two Rwandan Francs per kilogram in addition to normal storage fees in the warehouse.
  • After two days, goods/cargo will be transported to Kigali warehouses. The cost will be the responsibility of the importer.

The Government is doing all possible to be sure that the clearance of goods/cargo takes place as efficiently and safely as possible.

Reba inyandiko yasohotse ku wa 11 Gicurasi 2020: “Notice to All Hospitality Establishments

I have a restaurant and I want to keep my clients safe. What can I do to ensure their safety while still doing business?

Answer: On May 11th, the Rwanda Development Board (RDB) issued a new notice to all hospitality establishments, such as restaurants, hotels and coffee shops. This notice requires that all customers visiting these establishments MUST register the following:

  • Full names
  • Telephone numbers
  • Time of visit
  • District of residence

These new measures will ensure that the Government of Rwanda can conduct contact tracing if and when new cases of COVID-19 are discovered. Note that this information will be kept confidential and not shared.

Hotels, coffee shops and restaurants have been allowed to open since May 4th, 2020, but they must close by 7:00 pm each day. They must also install hygiene stands so that customers and staff can wash their hands, or apply hand sanitizer when they enter. As with all businesses, all employees must wear a mask – and customers too! And always keep a distance of one meter in-between

Gyms, nightclubs, bars, churches, and other large gathering places will stay closed until further notice.

Rwandan Online Business Bootcamp Launched

On Tuesday, May 12th, small businesses in Rwanda from different sectors and with different business sizes joined the FREE “Business Survival Bootcamp”  facilitated by the African Management Institute (AMI).

Jean Bosco Iyacu of Access to Finance Rwanda (AFR), opened the webinar with a message of solidarity for the SME Response Clinic and SMEs in Rwanda.

The webinar, which will be held in Kinyarwanda on Thursday, May 14th, takes businesses through important tools for planning during the COVID-19 pandemic. These include:

    • Scenario planning for your business – how do you deal with issues regarding customers, suppliers, infrastructure, staff and cash flow? How will these be affected if I close or have slow business for two weeks? What if it is two months?
    • Organizational risk assessments – looking at the different dimensions of business, the risks they face, and how to mitigate them. What do you do if you can’t get the goods you need for your store, or supply your customers?
    • Impact on cash flow – what to do if and when your cash flow is affected by an unexpected closure or low period.

All participants are given access to tools, such as cash flow planning spreadsheets, from AMI to use to help in their own businesses. These resources are free and designed specifically to navigate the issues in the COVID-19 pandemic, and include additional courses.

These tools and conversations are important given that the pandemic is likely to continue to affect SMEs in Rwanda – and around the world – for an unknown period of time. According to Diederik Wokke of AMI, many small businesses originally thought they would be affected for just the first two weeks of the lockdown. Now that the situation is stabilizing but slowly, businesses still need to build these skills and plan for a more uncertain future.

Conversation during the training highlighted some of the questions that SMEs have right now. For example, supplier negotiation is becoming more difficult now that businesses are able to open little by little. A shop renting a space may have had more flexibility in terms of payment during the lockdown, but this is changing as the country opens.

Finally, there are still many questions around payments and transferring to contactless mechanisms as much as possible. Many businesses are switching to digital payments and are still in the learning phase.

But with planning, management, and resources like those available from the SME Response Clinic, small businesses will be more likely to survive this pandemic.

How the Bank of Kigali meets customer needs in this crisis

The SME Response Clinic met with Santos Musonera, Head of Business of Bank of Kigali, to understand how they are meeting customer needs in this time of crisis.

“This is a very difficult time. As a bank, we are committed to making sure SMEs are supported not just during COVID-19 but also after. SMEs have always played and continue to play a critical role in our economy.”

What steps is Bank of Kigali undertaking to support its customers during the crisis?

The pandemic is driving digital initiatives at the bank. Now, more than ever, the bank is using digital platforms to support our clients. We have expanded our reach on the IKOFI platform, our platform for the agriculture sector, as their businesses have not stopped. It is really helping our customers to be able to transact. We have also established a 24/7 call center with double the staff, speaking all languages, to accommodate all customers.

In addition, the bank is working with clients on their ability to service their loans. Customers can request a grace period on interest and principal for three months, and we are also offering restructuring. We have introduced a new product, Turi Kumwe Special Loan, to support businesses hit by the pandemic. It provides up to two times the customers’ salary and is for a period of twelve months with a three-month grace period for the first payment. We’re also seeing an uptick in a microloan product we offer called Bkquick. The loan is almost instant, and you do not need to come into a branch or submit paper physically.

UPDATE (May 12): Rwanda expands cashless payments

According to MINICT: If you are asked to pay additional fees or charges for a cashless payment, like mobile money or a credit or debit card, call and report this using the toll-free number 3988.

Fees & Charges

Question: I am afraid of using cash and catching the COVID-19 virus right now. But fees and charges for mobile money can be difficult to afford. What can I do?

Answer: You are in luck! The Government of Rwanda is making sure that it is safer and easier for you to make and receive payments during this uncertain time. What you need to know is:

  • There are ZERO charges when you transfer money between your bank account and your mobile wallet. You will have no charge to do so!
  • There are ZERO fees when you make payments using your mobile account at a store or other merchant. This is for mobile money transfers, as well as for using POS devices at a shop or merchant.
  • In fact, ALL electronic transactions will have no fees during this time of COVID-19.
  • MTN will NOT charge fees for using mobile money – to send, receive, or pay bills – until at least June of 2020.
  • Airtelis also eliminating fees for sending and receiving mobile money at this time, and mobile payments of utilities are free as well.

Cashing out from your account at an agent, however, still carries fees.

You do not need to worry about touching cash. These measures have been taken to make it easier for you to make your payments and receive money even when many fear to touch money.

Be Safe! Use mobile money and digital services to keep yourself healthy, safe, and fees will not be charged!

UPDATE: Business Opening Measures, 4th May 2020

As of May 4th, 2020, can I return to work? What do I need to know and do?

Answer: The Government of Rwanda has begun the process of opening businesses in a slow and cautious way.

However, new measures as of May 4th, 2020, will help you to return to work. Just remember to follow the guidelines, keep checking this site and Government sites (see below) to stay up to date.

Specifically:

  • Public and private businesses can now resume working with essential staff. However, businesses must NOT have more than 50% of all employees at work – the shop, office or other place of work – at any time.
  • Employers must provide masks for all employees while they are at work. Masks are an important tool for keeping yourself and others safe and healthy.
    For the full guidelines on opening businesses, you can visit the official Government of Rwanda website and Guidelines starting May 4th. And for more to stay healthy, keep up to date with RBC, the Rwanda Biomedical Centre.

Be Safe! Follow the Government guidelines, wear your mask, wash your hands and keep hand sanitizer available, and do not work with more than 50% of your staff at the workplace. This will help to keep you, your employees, and your customers safe.

Transport

Question: What do I need to know about traveling in Rwanda as of May 4th, 2020? How can I safely get to work?

Answer: Slowly but surely, Rwandans are getting back to work and moving around their provinces and City of Kigali. No public transport between provinces and between Provinces and City of Kigali. Public transportation is an important part of getting to and from work, and it is important to follow the Government guidelines to stay healthy.

While you may not use public transportation – buses, minibuses or even your own vehicle – between different provinces in the country, buses and minibuses have started to accept passengers once again. Moto taxis are also not yet permitted to take passengers.

To be safe on buses, respect social distancing guidelines when waiting in line to get on the bus. Contact with an infected person can cause YOU to be infected too, and so distance is important. In some cases passengers will also be screened before they can get on to the bus. What is more, each seat in the bus is marked with a “check” or an “X”. You may sit in those seats marked with a green “check” but NOT in those marked with a red “X.”

This means that there are fewer places than normal on buses and minibuses.

And just like any time you are in public or at your work, remember to wear a mask, wash your hands constantly, or use hand sanitizer.

 

If you take public transportation, be informed of fees and charges, too. You can find these through RURA, both on their website (rura.rw) and on Twitter (@RURA_RW). Mind that fees and charges are higher than they were before the pandemic began, and be sure to include this in your budget. For example, if you used to pay 260 RWF to go from Kacyiru to Nyabugogo, you will now pay 367 RWF. Checking the cost will help you from paying too much, and keep you prepared for the amount you will need.

Be Healthy! Social distance, wear a mask, wash your hands and sit in the seats marked with a green check mark when taking the bus. DO NOT gather in a crowd for yourself and for others’ safety. Together – but safely distant – we can keep each other healthy

Hospitality & Tourism

 I have a hospitality business and depend on tourism. How will I keep my business during a time when people are not traveling?

Answer: In Rwanda, tourism is an important sector. While travel to and from Rwanda by air or land is still prohibited as of May 5th, 2020, the Government of Rwanda and the Rwanda Development Board (RDB) are looking at ways in which to ease the burden on the tourism and hospitality industry.

As of May 4th, hotels and restaurants may now operate again, but they must close by 7:00 pm each day. They must also install hygiene stands so that customers and staff can wash their hands, or apply hand sanitizer when they enter. As with all businesses, all employees must wear a mask – and customers too! And always keep a distance.

Gyms, nightclubs, bars, churches, and other large gathering places will stay closed until further notice.

There are also initiatives like the Corona Action Rwanda initiative at www.coronaactionrwanda.rw. This initiative is not specifically for the hospitality industry, but it will provide both support and grants to organizations that apply by May 8th, 2020.

Finally, for companies who faced challenges in filing their annual returns and annual accounts due to the lockdown and measures put in place to contain the spread of COVID-19, to the office of the Registrar General in RDB period has been extended until 31st of July 2020.

Be Smart! If you are part of the tourism sector, make sure to stay up-to-date by following RDB for announcements on loans and other measures, as well as keeping in touch with your association, chamber and PSF so that you know what is available to your business.

The Government will give more guidance in May, when we all know more about the global pandemic, and how it will affect small and medium businesses here in Rwanda. But be assured that the Government is doing all possible to be sure that businesses have ways in which to deal with taxes in a way that is logical when many have had to shut in order to keep everyone safe.

Question: What can I do if I am having trouble paying my taxes while my business suffers during COVID-19? I was supposed to pay by 31st March, but I can’t!

Answer: Do not fear! The Government of Rwanda is taking action to help small and medium businesses right now. The Rwanda Revenue Authority is offering most services online – to keep you safe, and to keep you from having to move during a time when it is important to stay at home.

Go to https://www.rra.gov.rw/ to learn more and to request support for your small business.

Here is what else you need to know:

  • As of March 18, tax audits are on hold for at least 30 days, unless your business has a desk audit that was previously planned.
  • Small and medium businesses are now allowed a VAT refund. This means that VAT, which is normally charged to businesses on small and medium businesses, will be refunded to help with cash flow.
  • Before COVID-19, the date for financial statements certification was March 31st, 2020. At this time, given what is known about the virus and current lockdown, these statements will be required on May 31st, 2020.
  • The deadline for “small and medium-sized taxpayers” to file their taxes has been extended by one month. These taxpayers will be expected to file the tax returns and pay the amount of corporate income tax by 30 April 2020.

The Government will give more guidance in May, when we all know more about the global pandemic, and how it will affect small and medium businesses here in Rwanda.
